CONCLUSION

An integrated security system implies the state of protection of an educational institution from real and foreseeable threats of a social, man-made and natural nature, ensuring its safe functioning. Therefore, there is no more important task for an educational institution than ensuring safe conditions conducting the educational process, which implies guarantees of preserving the life and health of students.

Ensuring security means systematic, systematic work across the entire spectrum of areas - organizational, informational, propaganda, and training.

Ensuring the safety of an educational institution is the primary responsibility of the Deputy Director for Security.

The Deputy Director for Security is responsible for:

· for organizing work to ensure the safety of the educational process;

· for ensuring control over compliance with the requirements of local regulations on safety;

· for the timely provision of operational information to students and staff on safety and decisions and measures taken in the educational institution;

· for methodological and innovative work to improve comprehensive security.

Integrated security of an educational institution is a set of measures and activities of an educational institution, carried out in cooperation with local governments, law enforcement agencies, other support services and public organizations, ensuring its safe operation, as well as the readiness of employees and students to act rationally in emergency situations.

The basic concept and requirements for fire safety are defined and formulated in the Federal Law of the Russian Federation of December 21, 1994 No. 63-FZ “On Fire Safety”, Federal Law of the Russian Federation of July 11, 2008 No. 123-FZ “ Technical regulations on fire safety requirements" and by Decree of the President of the Russian Federation of September 21, 2002 No. 1011 "Issues of the Ministry of the Russian Federation for civil defense, emergency situations and disaster relief."

Fire safety includes:

It is prohibited to install non-standard (homemade) electric heating devices, overhead power lines and external electrical wiring laid across the territory of an educational institution in violation of the requirements of the PUE.

Systematic study of the most likely emergency situations, their characteristics and possible consequences, training in behavior in such conditions is intended to prepare a person to make a choice the right decision to get out of an emergency with minimal losses. Such training should be continuous at all stages of human life.

Thus, our institution carries out planned work on civil defense and emergency situations, as well as training students and employees of the educational institution on civil defense and emergency situations. The director of the State Budgetary Educational Institution SO "Karpinsky Orphanage", the deputy director for ACh, the engineer for occupational safety and the authorized representative for occupational safety are trained at the Non-State Educational Institution of Additional Professional Education "Training and Methodological Center of the Sverdlovsk Regional Organization of the VEO of Russia."

The institution has created a “Civil Defense Corner”, which:

· will help people understand warning signals, the procedure for action in the event of an emergency, both peacetime and wartime;

· will provide information about emergencies that may occur in the territory of the region, city (district), at its own or neighboring facility;

· will familiarize you with the methods and procedures for protecting employees of an educational institution in the event of an emergency;

· remind you of the basic methods of providing first aid to victims;

· will familiarize you with the structure of civil defense, the officials of the institution who are responsible for its activities, and organize work on civil defense and emergencies.

Teaching students the rules of safe living

Work on legal education is organized and carried out at all stages of education in an educational institution with the aim of developing in students a conscious and responsible attitude towards issues of personal safety and the safety of others.

For an educational institution, it should be a priority to form sustainable development of the individual towards antisocial manifestations in society as a holistic approach and the basis of primary prevention in solving the problems of drug addiction and tobacco and alcohol abuse.

Active preventive measures should be based on:

· methodology for forming ideas about a healthy lifestyle among younger schoolchildren;

· developing in minors the skills and abilities of active psychological defense against involvement in antisocial activities, motives for refusing to “try” tobacco and alcohol;

· systematic training of teachers to work with minors on the formation of sustainable personal development to antisocial manifestations in society.

Students are instilled with fundamental knowledge and skills on safety issues in the process of studying academic disciplines in the “World around us” lessons, during on-site training, game events on fire and road safety.

Training of students (in the form of briefings with registration in a journal of the established form) on safety rules is carried out before starting all types of activities:

· sports activities, competitions;

The formation of a safety culture is based on:

Based on all of the above, we can conclude that in the 21st century the only correct approach to solving security problems is a comprehensive, systems approach. Speaking about the comprehensive safety of an OS, we mean ensuring safety from all types of dangers and threats within the framework of a single strategy using a full set of forms and methods of countering them.

2. NaturalAndantropogenicelectromagneticfields

A person in the process of life continuously interacts with the environment, with all the variety of factors characterizing the environment. Many environmental factors have a negative impact on human health and life. Degree negative impact is determined by the level of their energy, which is understood as a quantitative measure of various forms of motion of matter. Currently, the list of known forms of energy has expanded significantly: electrical, potential, kinetic, internal, rest, deformed body, gas mixture, nuclear reaction, electromagnetic field, etc.

All forms of energy are characterized by a pattern of transformation into other forms. All phenomena are connected by the law of conservation of energy and the tendency to reduce energy levels due to the transition to other forms. The decrease in energy level is associated with the release (leakage) of energy. Uncontrolled energy output generates negative factors in environment. Energy sources are divided into natural and anthropogenic. TO natural sources include lightning, eruptions, earthquakes, atmospheric phenomena (hurricanes, tornadoes, etc.) and others. Anthropogenic sources are created by humans. During the scientific and technological revolution, sources appeared that provided very high levels of energy, and the list of known forms of energy and their characteristics expanded significantly.

The rapid growth in the power supply of labor led to the flourishing of energy and the development of energy resources. Colossal energy systems have appeared in society, representing a combination of energy sources and devices for its transmission and distribution. Concentration in modern production energy sources, high energy levels, and the use of previously unknown forms of energy determine the growing relevance and importance of the safety problem in modern production. High levels of energy used and the variety of forms of energy have significantly increased the likelihood of uncontrolled energy release and the danger of negative factors affecting humans. This tendency can be characterized by the entropy of the energy source, meaning by entropy the probability of the system being in a given state: the higher the energy level of an object, the lower its entropy. In the absence of an energy source, the entropy of an object acquires a maximum value, and the greatest probability of the object being in this state is ensured. The variety of forms of energy gives rise to a variety of environmental factors affecting human health.

2. 1 Dangerous production factors

An occupational factor is called hazardous, the impact of which on a worker under certain conditions leads to injury or other sudden deterioration in health. If an industrial factor leads to illness or a decrease in work ability, then it is considered harmful (GOST 12.0.002-80). Depending on the level and duration of exposure, a harmful industrial factor can become dangerous.

GOST 12.0.003-74 "Dangerous and harmful production factors. Classification" provides a classification of elements of working conditions that act as dangerous and harmful production factors.

They are divided into four groups: physical, chemical, biological and psychophysiological.

Physical hazardous and harmful production factors: moving machines, mechanisms, moving parts of production equipment, moving products (materials, workpieces), collapsing structures, collapsing rocks, increased or decreased temperature of surfaces of equipment and materials; increased or decreased air temperature working area; increased level of noise, vibration, ultrasound, infrasonic vibrations; increased or decreased barometric pressure and its sudden change; increased or decreased humidity, mobility, air ionization; increased level of ionizing radiation; increased voltage value in electrical circuit; increased levels of static electricity; increased intensity of electric and magnetic fields; lack or lack of natural light; insufficient illumination of the work area; increased light brightness; reduced contrast, direct and reflected gloss; increased pulsation of light flux; increased levels of ultraviolet and infrared radiation; sharp edges, burrs and roughness on the surface of workpieces, tools and equipment; location of the workplace at a significant height relative to the ground (floor); weightlessness.

Chemical hazardous and harmful production factors, based on the nature of their impact on the human body, are divided into toxic, irritating, sensitizing, carcinogenic, mutagenic, and affecting reproductive function. According to the routes of penetration into the human body, they are divided into those penetrating into the respiratory system, gastrointestinal tract, skin and mucous membranes.

Biological hazardous and harmful production factors:

pathogenic microorganisms (bacteria, viruses, rickettsia, spirochetes, fungi) and their metabolic products, as well as microorganisms (plants and animals).

Psychophysiological dangerous and harmful production factors: physical (static and dynamic) and neuropsychic overload (mental overstrain, overstrain of analyzers, monotony of work, emotional overload).

The same dangerous and harmful production factor, by the nature of its action, can simultaneously belong to different groups.

2. 2 Anthropogenic sources

Anthropogenic sources are divided into 2 groups:

Sources of low-frequency radiation (0 - 3 kHz).

This group includes all systems for the production, transmission and distribution of electricity (power lines, transformer substations, power plants, various cable systems), home and office electrical and electronic equipment, including PC monitors, electric vehicles, railway transport and its infrastructure, as well as metro, trolleybus and tram transport.

Already today, the electromagnetic field on 18-32% of urban areas is formed as a result of automobile traffic. Electromagnetic waves, arising during traffic, interfere with television and radio reception, and can also have a harmful effect on the human body. Electrically driven vehicles are a powerful source of magnetic field in the range from 0 to 1000 Hz. Rail transport uses alternating current. City transport is constant. The maximum values ​​of magnetic field induction in suburban electric transport reach 75 μT, the average values ​​are about 20 μT. Average values ​​for DC-driven vehicles are recorded at 29 µT. In trams, where the return wire is the rails, the magnetic fields cancel each other over a much greater distance than in the trolleybus wires, and inside the trolleybus the fluctuations in the magnetic field are small even during acceleration. But the largest fluctuations in the magnetic field are in the subway. When the train departs, the magnetic field on the platform is 50-100 µT or more, exceeding the geomagnetic field. Even when the train has long disappeared into the tunnel, the magnetic field does not return to its previous value. Only after the train has passed the next connection point to the contact rail will the magnetic field return to its old value. True, sometimes it doesn’t have time: the next train is already approaching the platform and when it slows down, the magnetic field changes again. In the carriage itself, the magnetic field is even stronger - 150-200 µT, that is, ten times more than in a regular train.

Sources of high-frequency radiation (from 3 kHz to 300 GHz).

This group includes functional transmitters - sources of electromagnetic fields for the purpose of transmitting or receiving information. These are commercial transmitters (radio, television), radiotelephones (car, radiotelephones, CB radio, amateur radio transmitters, industrial radiotelephones), directional radio communications (satellite radio communications, ground relay stations), navigation (air traffic, shipping, radio point), locators (air communication, shipping, transport locators, control over by air). This also includes various technological equipment, using microwave radiation, alternating (50 Hz - 1 MHz) and pulsed fields, household equipment (microwave ovens), means of visually displaying information on cathode ray tubes (PC monitors, TVs, etc.). For scientific research Ultra-high frequency currents are used in medicine. The electromagnetic fields that arise when using such currents pose a certain occupational hazard, so it is necessary to take measures to protect against their effects on the body.

Planning of measures in all areas of security is carried out on the basis of situation analysis and forecasting of possible threats, taking into account regulatory requirements.

In educational institutions, in accordance with the instructions of educational authorities, possible actions of criminals, riots, manifestations of extremism, explosions, arson, fires, the use of toxic substances, hostage-taking, and the actions of terrorists, including suicide bombers, must be predicted. In this regard, in the plans and safety data sheets drawn up, it is advisable to reflect possible quantitative indicators of damage from these actions, the characteristics and sizes of possible affected areas, and the degree of harmful effects on people’s lives and health. You should also indicate information about disadvantaged groups of teenagers in the educational institution or an adjacent microdistrict, their leaders, facts of vandalism, threats, extortion among students, and other possible illegal actions.

For each situation under consideration, in accordance with the recommendations of the Ministry of Emergency Situations, the Ministry of Internal Affairs and the FSB of Russia, response actions of the OS personnel, emergency services and teams to eliminate accidents, emergencies and their consequences are planned. These actions should be planned taking into account the real limited capabilities of the OS personnel and their competence; they should not replace the actions of law enforcement officers. Of course, such work is beyond the power of an ordinary teacher without the involvement of specialists or (at least) the use of a teaching aid on this topic.

To improve stability educational process and the security of the OS, when developing your own structures, technologies and safety plans, it is necessary to anticipate and take into account the maximum number of actually common hazards. Then many incidents will not occur or their impact will be minimized. For example, a backup power supply will preserve your databases and alarms during a power outage. An inexpensive Volga car will better protect a person in an accident than dozens of more expensive models. Several fire extinguishers and security and fire alarm, the duty of parents and teachers will reduce the likelihood of incidents in the building of the educational institution.

By letter of the Ministry of Education and Science of the Russian Federation dated August 30, 2005 No. 03-1572 “On ensuring safety in educational institutions” (Appendix 1), all educational institutions are ordered to develop a “Comprehensive educational institution safety plan for 2006–2010”, which systematically includes measures to strengthen the internal routine, training of students and staff, on anti-terrorism security and fire safety. One of the tasks this manual– help the educational institution staff in drawing up such plans.

With this letter, the Ministry of Education and Science of the Russian Federation states the need to combine a number of previously disparate areas of ensuring OS safety into a single long-term document - a Comprehensive Safety Plan. This is expedient and timely, since it reduces the number of various plans. Comprehensiveness is also ensured by the fact that many educational institutions have finally begun to have employees professionally responsible for security (vice-rector, deputy or assistant head of the educational institution for security).

In accordance with the characteristics of each educational institution, changes in the structure, sections and points of the drawn up plan are allowed. It seems that the OS should have a single comprehensive safety plan that includes sections on civil defense, electrical safety, fire, transport and other types of safety.

The presence of many recommended sections and points of the plan does not mean that the plan will be overly cumbersome. If any item has been completed previously, there is no need to include it in the text of the plan. Therefore, the plan may be significantly less extensive than the recommendations given above. The main thing is that the planned event is real, meets security needs, has a specific performer and execution date. You should not list in the plan the usual functions and tasks of the educational institution, which are solved on a daily basis. Otherwise, the plan will turn into a bureaucratic formality.

It is advisable that the plan be discussed as a team and posted in the safety corner. Each performer will see his role in common cause and feel public attention to your work. This simple method allows you to breathe life into the planning process, increase the psychological significance of this process, and strengthen control over execution.

Do not forget to file copies of the plan or its sections in the appropriate folders provided for in the list of OS safety cases. In addition to maintaining the necessary order in affairs, this contributes to the favorable attitude of inspectors.
