These Rules also provide requirements to protect users from unintentionally careless actions when using lifting platforms. The purpose of lifting platforms is to lift and lower disabled people, with or without an accompanying person, standing or sitting in a wheelchair. The platforms differ in the direction of movement:

  • vertically (vertical platform);
  • along an inclined path along a flight of stairs (inclined platform) (Fig. 7.2.4).

In turn, vertical lifting platforms can be:

  • without shaft fencing (Fig. 7.2.5);
  • with fencing (Fig. 7.2.6).

Inclined platforms, as a rule, do not have guards.

The lifting height of vertical platforms without shaft fencing is limited to 2.0 m with 2 stops. The lifting height of vertical platforms with shaft fencing is up to 4.0 m. If a vertical lift of more than 4.0 m is necessary, an elevator accessible to the disabled should be used.

The lifting height and path length of inclined platforms is not limited. According to the type of drive, lifting platforms can be electric

According to the design of the motion transmission mechanism:

  • when transporting sitting or standing - 120 kg;
  • in a wheelchair -155 kg
For public buildings and structures, the weight of the user in a wheelchair is recommended to be at least 225 kg.

The weight of the accompanying person is assumed to be at least 100 kg. The speed of the platforms is limited, no more than 0.15 m/s. In accordance with GOST R 51630-00, which defines accessibility requirements for disabled people, the dimensions of the platform lifting device must correspond to the minimum required to accommodate the user:

  • standing without an accompanying person - 650 x 650 mm;
  • sitting without an accompanying person - 650 x 700 mm;
  • sitting in a wheelchair without an accompanying person* - 800 x 1250 mm;
  • sitting in a wheelchair with an accompanying person behind* - 800 x 1600 mm;
  • sitting in a wheelchair with an accompanying person on the side -1100 x 1400 mm;
Lifting platforms must have the following safety devices:
  • platform travel stops (stops or buffers) that prevent the platform from moving up or down beyond
    extreme permissible limits;
  • catchers and speed limiter protect the platform from uncontrolled movement (fall);
  • manual drive, which allows, in necessary cases (emergency stop, repair work, etc.), to move the platform lifting device manually with a force of no more than 235 N;
  • fences, edges and safety platforms.

Dangerous mechanisms and transmissions of the lifting platform must be fenced to avoid accidental contact with them by users and maintenance personnel. Structural elements accessible to users and to people outside the lifting platform, which, when moving the lifting device, can cause injury (compression, impact, pinching), must be equipped with edges and (or) safety platforms.

Activation of an edge or safety platform must occur when a load of no more than 30 N is applied to its edge parallel to the direction of its movement.

At all stops, within the visibility range of the user entering the landing area, an appropriate symbol with a height of at least 50 mm must be posted near the lifting platform.

Information about the lifting platform, Rules of Use and other instructions intended for the user must be written in a clear and legible font with a height of capital letters and numbers of at least 10 mm, lowercase letters - 7 mm.

At the bottom stop, near the call button, it is necessary to install a sign indicating: the name of the lifting platform, lifting capacity, capacity, the contingent served (disabled person or disabled person and accompanying person), telephone number for contacting service personnel, as well as "Terms of Use".

The "Rules of Use" should outline the user's actions while on the platform, as well as indicate unacceptable actions that could lead to injury to the user or emergency situation. Any surfaces or objects located away from inside platform fences at a distance of 400 mm or less must be smooth without sharp edges. Along the path of movement of the platform, it is necessary to maintain a guaranteed gap of at least 20 mm between any external surfaces (objects) and elements of the platform (taking into account protruding parts).

Entrance openings to the platform may be closed with barriers, the upper beam of which is located at a height of no more than 1100 mm from the floor level, the lower beam - at a height of 300 mm. The closing of the barrier must be controlled by an electrical device. Departure of a platform with an open barrier is not allowed.

On the upper landing platform, where people may be present, a continuous fence with doorway equipped with a door. The height of the fence is at least 1100 mm

On the lower landing platform, a fence may not be provided if the lower part of the platform is a safety surface.

Requirements for a vertical platform with an enclosed shaft
